ОЦІНКА ВИКОРИСТАННЯ ПРИРОДНИХ РЕСУРСІВ ТА АНАЛІЗ ДІЯЛЬНОСТІ НАЦІОНАЛЬНИХ ПРИРОДНИХ ПАРКІВ УКРАЇНИ

У статті викладено наукові підходи щодо оцінки ефективності використання природних ресурсів, розглянуто основні методи проведення фінансового аналізу використання природних ресурсів та діяльності підприємств природно-заповідного фонду. На прикладі НПП «Синевир» досліджено можливості інформаційного забезпечення для формування релевантної інформації, що оснований на результатах фінансового аналізу діяльності НПП для прийняття управлінських рішень у сфері природокористування. Автори приділяють увагу управлінським функціям оцінки наявності і використання бюджетних коштів та коштів спеціального фонду. Обґрунтовано необхідність використання структурно-динамічного та параметричного аналізу діяльності НПП. Розглянуто систему оцінних показників продукту і послуг для аналізу якості (результативності) використання бюджету згідно з функціональним зонуванням НПП.

ASSESSMENT OF THE USE OF NATURAL RESOURCES AND ANALYSIS OF UKRAINE NATIONAL NATURE PARK

In the scientific article examines scientific approaches to assess the effectiveness of natural resources, the basic methods of financial analysis of natural resources and enterprises of natural reserve fund. On the example of National Park «Synevir» study the possibility of providing information for the formation of relevant information, based on the results of the financial analysis of the NNP (national nature parks) and can be used for decision making in environmental management. The authors examined the dependence of natural resources from the distribution of natural reserve fund groups habitats. Attention is paid to management functions assess the presence and use of budget funds and own revenues at the expense of special fund. The necessity of the use of structural and dynamic parametric analysis of the NNP. Attention is drawn to the need for evaluation of performance indicators of fiscal institutions and the analysis of the production program, the structure of income performance of the National Park "Synevir" under the general and special funds.
The authors noted that the system of performance indicators budgeting institutions not allow to predict the final result that society receives as a result of the budget, but the basis for planning future actions not only to improve the financial condition, but also of nature in general.
The article draws attention to the use of performance indicators of product and services, and quality (effectiveness) budget execution by functional zoning (a protected zone, the zone of regulated recreation, the zone of stationary recreation, economic zone) for a more complete description of the quality and effectiveness of services provided with the use of natural resources NNP. The authors believe that the use of methods of financial analysis, taking into account these indicators will perform environmental, social and economic objectives of environmental protection and ensure optimal cost structure and revenue within the special fund protected areas Ukraine.
