У статті розкрито організаційно-методичні аспекти підготовки фахівців провідними вищими навчальними закладами України в контексті забезпечення конкурентоспроможності в період реформування. Визначено пріоритетні напрями вдосконалення системи фінансування вищої освіти, підвищення якості освітніх послуг з метою залучення контингенту іноземних студентів.
Проведений у статті аналіз підготовки кадрів провідними вищими навчальними закладами України дає можливість простежити причинно-наслідкові зв’язки між успішністю освітніх закладів та наявним у них потенціалом. Наявність контингенту іноземних студентів характеризує привабливість вищого навчального закладу на міжнародному ринку освітніх послуг. Аналіз динаміки надходження коштів за навчання показує пряму залежність між контингентом іноземних студентів і зростанням поступлень у бюджет освітнього закладу.
У статті на розгляд запропоновано один із дієвих аспектів, які у поєднанні можуть забезпечити прорив української освіти і науки в розряд провідних, а саме – залучення іноземних студентів у вітчизняну вищу школу.

In the article the organizational and methodical aspects of training of specialists of leading higher educational institutions of Ukraine in the context of ensuring competitiveness in the reform period. The priority directions of perfection of system of financing of higher education, improving the quality of educational services with the aim of attracting foreign students.
In this paper, the analysis of training leading higher educational institutions of Ukraine makes it possible to trace a causal connection between the success of educational institutions and their potential. The presence of foreign students characterizes the attractiveness of higher education institutions in the international market of educational services. The analysis of the dynamics of funds for education shows a direct relationship between the foreign students and the growth of receipts in the budget of the educational institution.
In the article the consideration offered one of the most effective aspects which in combination can provide a breakthrough in the Ukrainian education and science in the category of leading, namely – attraction of foreign students in Russian higher school.
Outlines the main tasks, the implementation of which will improve the rating of the Russian higher educational institutions at the international level while ensuring high quality of educational services.
Announcing the optimization model of financial provision of scientific and educational activities of higher education institutions, which must consider a combination of factors that will bring the national high school leadership positions on a global scale.
